What to expect:

Companies across Europe, the US, China and others that will be covered by burgeoning emissions markets around the world, such as CORSIA, will join us to discuss the cost and regulatory risks associated with the constantly changing regulatory environment. In the EU, emitters needed to understand the impacts of Britain leaving the bloc, of reduced free allocations through the remainder of Phase 3 and how the post-2020 reforms will alter everything once again. Elsewhere, the upcoming changes are no less pronounced, with US carbon markets in California and RGGI states are trying to survive in the Trump era, while China has recently launched what will become the world's largest ETS.

The Carbon Forward 2018 conference and pre-conference EU ETS training day will equip delegates, including companies with regulatroy exposure, legislators, traders, analysts, investors, and everyone with an interest in emissions trading, with everything needed to understand and manage the risks and opportunities in the EU ETS & global carbon markets.

Switzerland commits to cutting its emissions by half compared to their 1990 levels by 2030, taking measures mainly on its own territory but also abroad.
Draft Swiss CO₂ Law
Switzerland ratifies the Paris Agreement and, in December, publishes the draft of its totally revised CO₂ Law.
Start of parliamentary debates
Parliament debates the draft carbon legislation. It is expected to be adopted sometime in 2019.

COP 24 Katowice (Poland)
At COP 24, the parties negotiated the broad rules and modalities governing international collaboration as formulated in article 6. They are scheduled to be adopted at the follow-up COP 25. Full operationalisation will most likely require further rounds of negotiations.
Publication of climate strategies (LEDS)
Parties to the agreement are required to communicate so-called long-term low greenhouse gas emission development strategies (LEDS), which explain their approach to meeting their climate targets.

The KliK Foundation invites qualified partner organisations to submit their project ideas in competitive calls for tenders.
Updating climate targets (NDC)
Parties to the agreement submit their updated and improved climate targets (Nationally Determined Contributions NDC). This process is repeated every 5 years.
Adoption of the Swiss CO₂ Law
Parliament should pass the Swiss CO₂ Law in late 2019.

COP 26
The parties to the agreement’s updated climate targets (NDC) will be assessed at the 26th Conference of the Parties (COP). On this basis, the binding process of the Transparency Framework will become effective from 2021 onward.
Draft Swiss CO₂ Ordinance
By publishing the draft ordinance, the Swiss federal administration starts discussions of the modalities, procedures and instruments of the CO₂ Law.
Entry into force of the Swiss CO₂ Law
The revised Swiss CO₂ Law comes into force.
International obligation
Next to its ongoing carbon offset obligation within Switzerland, the Foundation will also acquire emission reductions abroad. Until 2030, these should amount to 54 million tons of CO₂e.
Transparency Framework
The Paris Agreement comprises a series of provisions calling for harmonised transparency in the formulation and achievement of climate targets. This so-called Transparency Framework provides the basis for the cyclical process in which targets are reviewed and tightened every 5 years.

Applying as a partner organisation

Private and public organisations are invited to apply for the status of partner organisation. Together with recognised partner organisations, the KliK Foundation develops its portfolio of international activities by means of calls for proposals.

Calls for proposals

In calls for proposals, the KliK Foundation invites partner organisations to submit proposals for international activities. Rules of procedure and contractual modalities have not yet been fully defined and will be communicated in the calls for proposals.

Selected activities must be recognised as suitable by the host country and by Switzerland before being granted a purchase agreement for the sale of greenhouse gas reductions to the KliK Foundation.

Criteria for the selection of activities will be designed to meet the requirements of article 6 of the Paris Agreement, in particular ensuring environmental integrity and transparency, avoiding double counting, and contributing to sustainable development.

"Open Opportunities" - First Call for Proposals to Supply ITMOs

The KliK foundation aims to procure eligible emission reductions in the form of internationally transferred mitigation outcomes (“ITMO”) through a competitive process that leads over several formalised stages to a forward Mitigation Outcome Purchase Agreement (“MOPA”).

The current call is exlusively open to organisations listed below that have been registered in the previous invitation to an "Expression of Interest" between 26. January and 1. March 2019. The call ends on 12. May 2019. You find the tender specifications in below documents.

Paris Agreement

In December 2015, the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) adopted the Paris Agreement, replacing the 1997 Kyoto Protocol and putting international climate policy on a new footing from 2021 onward.

As a party to the agreement, Switzerland has committed to cutting its emissions by half by 2030 compared to their 1990 levels, achieving at least 60% of reductions within its borders. As for the remaining part of required reductions, it plans to make use of the collaborative approaches defined in article 6 of the Paris Agreement, which allow Switzerland to impute reductions achieved in another country toward its own emission target.

Relevant modalities and rules have largely been agreed by contracting states in December 2018 in Katowice (Poland), but could not be conclusively adopted. Negotiations will continue in 2019 and will be finalised at the next conference at the end of 2019 in Chile. However, full operationalisation will most likely require further rounds of negotiation.

Total revision of the Swiss CO₂ Law

Covering the period until the end of 2020, the Swiss CO₂ Law is currently undergoing total revision for the period 2021–2030 in light of the Paris Agreement. Over the years 2018 and 2019, the Swiss National Council and Council of States will debate and adopt the new legislation.

The Swiss Federal Council will then further detail its implementation in the Swiss CO₂ Ordinance. Due to delays in parliamentary debates on the law’s total revision, the ordinance is likely to be adopted only after the Swiss CO₂ Law comes into force on 1.1.2021.

International obligation

The draft proposal for the Swiss CO₂ Law stipulates that motor fuel importers, i.e. the KliK Foundation as their carbon offset grouping, are to look abroad to procure the emission reductions necessary for Switzerland to meet its reduction commitments. For the period 2021 to 2030, this should amount to 54 million tons of CO₂e.  

The binding rules for the recognition of international emission reductions will only be known shortly before the Swiss CO₂ Law and the KliK Foundation’s obligations enter into force. Until this point, the KliK Foundation will build its portfolio of international activities on a provisional basis, only later entering financial commitments

Climatecent Foundation

Switzerland is already now preparing for the post-2020 period by means of pilot projects. To this end, together with the Climate Cent Foundation (CCF), it pilots concrete activities in interested countries. The CCF was established in 2005 by four industry associations to provide a voluntary contribution to reducing greenhouse gas emissions over the period 2008 to 2012. The CCF has agreed vis-à-vis the Swiss Confederation to use part of its funds for pilot activities under article 6 of the Paris Agreement
